Proposition 215 / Compassionate Use Act

California's 1996 ballot initiative that legalized medical cannabis, officially named the Compassionate Use Act. It was the first state-level medical cannabis law in the United States and catalyzed the global medical cannabis movement.

Etienne Fontaine pointed out that without medical applications, there would be no cannabis industry at all -- Prop 215 was literally named the Compassion Initiative. Hillary Black's time in California coincided with Prop 215's passage; she returned to Vancouver instead of staying in Todd McCormick's Bel Air grow operation, which was raided one week later. The compassion ethic of 215 has been eroded as recreational legalization shifted industry focus from patients to profit.
