Jamaica's emerging legal cannabis framework circa 2016, moving rapidly from decriminalization of 2 ounces to proposing airport kiosks for tourist cannabis purchases. The licensing system offered half a dozen to a dozen license types including R&D, processing, pharmacy (dispensary), and herb house (consumption lounge). Bubbleman's company Cannabinoid Research & Development was applying for multiple licenses.

Bubbleman emphasized Jamaica's most critical need was genetics/breeding -- decades of inbreeding under prohibition had weakened plant vigor despite adequate THC/terpene potential from powerful sun. Jamaican farmers grew in extreme conditions: climbing mountains, planting acres of peanuts as cover crops, hiding from police/military. Quality hash possible with right cultivars but most accessible genetics were weak. Bubbleman planned breeding programs for field-viable cultivars adapted to tropical environment.
