Originally created to produce dry-sieved hash as a potent raw material supply for THC to manufacture a generic equivalent to Marinol, it became a foundational cannabis breeding and research operation.

Rob Clark explains that David Watson was simply the first person to ask the Dutch government for a license to grow cannabis for research -- there was no conspiracy or special favors. The operation conducted basic breeding research including selfing with STS, polyploidy experiments, and tissue culture. Clark notes HortaPharm eventually led to work with GW Pharmaceuticals. The license required all material to be destroyed after research.
